Chiến tranh đã qua đi 39 năm, nhưng dân tộc, và đất nước ta vẫn chưa thoát khỏi thế nhược tiểu. Đã đến lúc dân tộc Việt phải tự dựa vào sức mình. Mỗi người một tay, chúng ta cần một sức mạnh kết đoàn để lo cho những thế hệ tinh hoa tương lai của đất nước, cùng nhau gầy dựng giang sơn gấm vóc mà tiền nhân đã để lại.
Ngày xưa các Phan Chí Sỹ gầy dựng phong trào Đông Du và tư tưởng khai dân trí, chấn hưng dân khí, lo cho hậu dân sinh. Nay chúng ta cần phải tạo dựng những thế hệ hòa nhập Đông Tây, những con người công dân toàn cầu bằng phong trào Tây Du.
Ý tưởng mỗi người dân Việt ở khắp nơi trên trái đất này, một năm đóng góp chỉ 1 đô la Mỹ cho Quỹ Tây Du. Đó sẽ là cơ sở để chắp cánh ước mơ cho những thế hệ trẻ nghèo nhưng hiếu học, và tài năng hưởng được những nền giáo dục Tây phương tiên tiến trên toàn cầu.
Mười năm sau, chúng ta sẽ có một thế hệ đủ nhân cách và tài năng khoa học để làm những viên gạch xây dựng nền móng cho mái nhà Việt Nam.
Hai mươi năm sau, chúng ta sẽ có những thế hệ hoàn thiện ngôi nhà Việt Nam.
Ba mươi năm sau, khi những người khởi xướng phong trào Tây Du này, có thể đã về nơi an nghỉ vĩnh hằng, chắc chắn đất nước Việt sẽ có được những con người có nhân cách, là tinh hoa của giống nòi đảm trách vận mệnh tự lực, tự cường cho quốc gia dân tộc. Rồi chính họ, những mầm ươm hôm nay sẽ là thế hệ kế thừa với nhân cách trong sáng tiếp tục sứ mệnh này.
Nửa thế kỷ đến, chúng ta có thể chắc chắn rằng, đất nước ta sẽ tự lực, tự cường và phát triển vững bền, một phần lớn là những thế hệ chúng ta sẽ ươm mầm hôm nay.
Chúng tôi, những người nghĩ ra, gầy dựng phong trào Tây Du xin cúi đầu hứa trước hồn thiêng sông núi, và thế hệ tiền nhân đã ngã xuống cho đất Việt rằng, luôn giữ mình nhân cách thanh cao, tâm hồn trong sạch, công bằng, minh bạch để thực hiện sứ mệnh tuyển chọn nhân tài cho Tổ quốc không chỉ trăm năm, mà sẽ là mãi mãi hơn ngàn năm sau để nước Việt trường tồn, tự lực, tự cường phát triển, mà không hổ thẹn với Tổ tiên, giống nòi và với năm Châu.

Dear Friends,
The war ended 39 years ago yet our people and our country have not been emancipated from the ranks of less developed countries. It is time we rely on our own strength. With each of us doing our part we need a concerted effort to care for the next generation, the future of our country, and together we shall rebuild the beautiful country that we inherited from our forefathers.
In the old days the celebrated intellectuals Phan Boi Chau and Phan Chu Trinh started the Dong Du Movement (Go-East Movement), aiming to raise the people’s consciousness, consolidate their power and spirits as well as to care for future generations. Today we need to foster the new generations capable of combining both the Eastern and Western traditions into the new global citizens with the Go-West Movement.
The idea that each and every Vietnamese living anywhere in the world would contribute US $1 a year for the Go-West Fund, that should be sufficient to realize the dreams of generations of the young, though being poor but are capable and dedicated to studying, who deserve an opportunity to study abroad in the world’s best institutions.
If that were to be the case, in ten years we will see the emergence of a young generation with respectability and exceptional achievements in the sciences, who will be laying the groundwork for building a better country.
In twenty years’ time, we shall have generations of such people to complete the task.
In thirty years’ time, when the founders of the Go-West Movement may have passed on, our country will definitely have had many crops of talents, of people of exceptional quality and ability; they will be taking on the responsibility of providing leadership to the country to ensure its prosperity and independence.
In the next half century, we can all be sure, that our country will be self-reliant and firmly developed, due to the seeds we are sowing today.
We, the founders of the Go-West Movement, solemnly swear, beneath the awesome spirits of our motherland and in memory of those who have given their lives for the country, that we shall uphold the highest standards in thoughts and in deeds, to remain true and pure, fair and square, transparent and clear, so as to execute the noble task of selecting the budding talents for our Country – not just for a hundred years, but for evermore, that is to build one Vietnam: enduring, self-reliant, firmly developed, without shame when answer to our ancestors, and proud to the rest of the world.
